AI Chatbots Deliver ‘Unreliable and Biased’ Election Guidance, States Dutch Watchdog

AI assistants have been shown to be “inaccurate and evidently prejudiced” when providing election recommendations, the Netherlands’ data watchdog has reported, raising alarms about a potential threat to democratic processes just eight days before the country’s general election.

Study Shows Repeated Partiality in AI Suggestions

The four chatbots evaluated by the AP “frequently recommend identical two parties”, irrespective of the user’s question or command, the regulator explained in a report released ahead of the late October vote.

For over 50% of instances, the chatbot suggested either the right-wing PVV of Geert Wilders or the progressive GroenLinks-PvdA headed by the former European Commission vice-president Frans Timmermans.

Certain groups, such as the moderate CDA, “are rarely ever cited”, even when the user’s input exactly matches the stances of these parties, the report indicated.

Authority Figure Cautions Against Using AI Chatbots for Voting Guidance

The deputy head of the AP, the official Monique Verdier, stated that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Voters were being pushed toward a party that did not necessarily align with their political views, she emphasized.

“This immediately affects a fundamental pillar of democracy: the integrity of free and fair elections,” said Verdier. “We thus caution against using AI chatbots for voting advice, as their functioning is opaque and hard to confirm.”

Election Context and Political Landscape

Netherlands citizens vote on 29 October in an election that will be keenly observed around Europe for the performance of the PVV.

The far-right party of Geert Wilders is leading the polls but the lead over the GroenLinks-PvdA and CDA seems to be closing, with many voters yet to make up their minds.

All major parties have ruled out an alliance with the Freedom party, meaning the party that comes second is highly probable to provide the next prime minister.

Unintentional Bias Linked to AI Operation

The AP stressed that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a consequence of the way AI chatbots operate.
